The linkage of the minimum income benefit to attendance is therefore intended as an integration-policy steering instrument, not as a punitive measure, emphasized Hacker and Novak.

Outlook

The city announced that it will evaluate the effect of the new sanctions after six months. Should it turn out that the measure does not increase attendance rates, adjustments will be considered. At the same time, the city government pointed out that it continues to rely on the Jugendcollege as a central element of Vienna's integration policy. According to Hacker, upcoming talks with the federal government on a possible cost-sharing arrangement are to begin in the autumn.
