IW Study: Wealth Differences in Germany Slightly Declined

From the researchers' perspective, the slight decline in wealth differences argues against focusing solely on increasing the burden on high-net-worth individuals. They point out that many people in Germany continue to struggle to build up any personal wealth, for example because high ancillary purchase costs when acquiring home ownership make it difficult to get started.

Against this backdrop, the IW recommends examining measures that facilitate wealth-building among broad sections of the population. Among those mentioned are lower taxes and fees on property purchases. In the Institute's assessment, such instruments could help more households build wealth in the first place, thereby reducing the spread of wealth distribution in the medium term.

Recommendation: Wealth-Building Instead of Higher Burdens

According to the IW, the study itself has not yet been made publicly available. According to the Institute, it is to be published at a later date; no specific date was initially given. As a result, the precise methodological details and the underlying data series are so far only known in outline.

According to the current state of affairs, the study does not comment in detail on developments in individual federal states. In the political debate about wealth distribution, regional differences — for example between city-states, large-area states such as Bavaria, and eastern German federal states — are regularly highlighted, but the new IW study does not yet provide reliable findings on this.

The Institute is also so far remaining tight-lipped on the question of the extent to which the slight decline in wealth differences is attributable to political measures, demographic changes, or economic effects. The researchers announced that they would address these aspects in greater depth in the later publication of the study.

Based on the current state of knowledge, the following can be noted: According to the IW, wealth differences in Germany have recently declined slightly. The Institute links this finding with the recommendation of specifically promoting wealth-building among broader sections of the population, rather than primarily calling for higher burdens on the wealthiest.

For the political debate, this means that in the future both proposals for relief on property acquisition and demands for higher levies on very large wealth holdings are likely to be on the table.
