German Finance Minister Lars Klingbeil has defended the significantly higher new borrowing planned in the draft of the federal budget for 2027, while at the same time announcing a stricter course of austerity from 2028 onward.
In an ARD "Summer Interview," Klingbeil described the planned net new borrowing of 118.7 billion euros as necessary. By contrast, the previous financial plan had envisaged significantly lower new borrowing. According to his remarks, the gap compared with previous planning was closed by 34 billion euros. "You cannot defend yourself against Putin with a zero deficit," Klingbeil said, referring to the security policy situation.

Klingbeil put the total amount of new borrowing in 2027 at just under 200 billion euros. According to the ministry, a substantial portion of this is attributable to special funds for infrastructure and climate neutrality, as well as to the Bundeswehr. A net new borrowing of 98 billion euros is planned for 2026.
