Last year, the federal government spent significantly less from the 500-billion-euro special fund for infrastructure and climate protection than intended.
According to the Federal Ministry of Finance, of the 37.2 billion euros planned for 2025 from the federal pot, only about 24 billion euros were actually drawn down. This is according to a 380-page monitoring report to the Bundestag's Budget Committee, which was discussed on Deutschlandfunk on June 1, 2026.
In total, expenditures of around 37 billion euros for infrastructure and climate neutrality from the special fund were planned for last year. Of 109 measures that the ministries had planned for 2025, only 26 had been implemented by the end of May.
