Large Majority of Austrians Support Ban on Clothing Destruction

When it comes to handling clothing in good condition, a more nuanced picture emerges. Around 42 percent of those surveyed put it in the used-textile container, and a good third donate it to social organizations. 29 percent also want clear labeling on products regarding proper disposal as well as the assurance that broken textiles will actually be recycled.

Scale of Textile Waste

The background to the debate is the scale of textile waste in Austria. According to ARA, more than 213,000 tons of textile waste are currently generated in the country. At the European level, according to consumer protection estimates, four to nine percent of unsold textiles are destroyed, causing around 5.6 million tons of climate-damaging CO2 emissions.

EU Requirements and Timeline

Concrete steps are already emerging on the legal front: Companies will be required to recycle textiles from 2028 onward. The Ecodesign Regulation for sustainable products is expected to apply to medium-sized companies from 2030, while small companies are exempt from the requirements. This brings requirements that have so far been discussed mainly at EU level within tangible reach.

The survey thus underscores the political backing for stricter rules against the destruction of new, unsold clothing. The high level of approval on several of the points surveyed suggests that education, infrastructure, and binding standards are seen as common levers for reducing the volume of textile waste.

Overall, the consumers surveyed view the planned measures as a necessary step. The combination of a ban on destruction, mandatory recycling, and better information is therefore supported by a majority.

Expectations of Politics and Industry

With the upcoming EU requirements and clear public support, pressure is mounting on manufacturers and retailers to adapt their disposal and production strategies. The coming years are considered a decisive phase for implementing the new standards.

Environmental organizations such as Greenpeace point out that voluntary measures by industry alone are not enough. Binding rules, transparent labeling, and the expansion of collection infrastructure are needed to actually increase recycling rates and stop the destruction of functional clothing.

The results of the ARA survey will therefore feed into the further political debate as a basis for argumentation, both at national and European level. With planned mandatory recycling from 2028 and the Ecodesign Regulation from 2030, a concrete timeline is emerging within which industry must adapt its processes.
