Merz announces swift succession clarification for Spahn

Spahn had announced his resignation in a written communication to the parliamentary group. As a reason, he stated that "Sein persönliches Familienglück sei nicht mit dem politischen Amt vereinbar". This had been preceded by growing pressure from his own ranks after Spahn had become a father through a surrogate mother. The CDU leadership around Merz had previously called on Spahn to step down.

Spahn's resignation and possible successors

As possible candidates for the parliamentary group leadership, previous reporting has named Chief of the Chancellery Thorsten Frei, Federal Health Minister Nina Warken (both CDU), and Federal Interior Minister Alexander Dobrindt (CSU). Merz also did not rule out that the succession could be linked to a cabinet reshuffle: "Es könnte eine Gelegenheit sein".

CSU state group leader Hoffmann had already emphasized in "ZDF spezial" that there was "grundsätzlich keine Eile". The first regular parliamentary group meeting after the summer break is not planned until September 8. Until then, the parliamentary group is to continue to be led on an interim basis by Merz himself, according to his wishes. "Ich werde diese Fraktion so lange führen, bis ein neuer oder eine neue Vorsitzende gewählt ist", Merz had previously declared.

Observers interpret the approach as an attempt to keep the personnel matter within the Union and to limit public speculation. Merz had already brought Spahn into discussions as a possible parliamentary group leader after the 2025 federal election; the 52-year-old had since been part of the parliamentary group's leadership. With the resignation, the Union parliamentary group loses one of its most distinguished parliamentarians, who had also been mentioned as a possible future minister.

Parliamentary group sees ability to work not endangered

From the Bundestag parliamentary group, it was said that the personnel restructuring would be approached "in aller Ruhe". At the same time, several members of parliament made clear that the parliamentary group's ability to work was not impaired by the vacancy. The interim leadership by Merz was internally coordinated and was supported by the parliamentary group.

It remains unclear in which order the personnel matters are on the agenda. Merz pointed out that the party and parliamentary group committees would first have to meet before an official proposal is presented. The opposition used the vacancy to criticize the Union parliamentary group. The Left and Greens accused Merz of delaying the personnel question for tactical reasons and demanded a swift clarification. From the SPD, it was said that they were observing the development "mit Interesse", but saw no impact on government work.

Merz suggested that the succession did not necessarily have to be formally completed before the end of the summer break. The decisive factor is that the parliamentary group remains capable of working and that the proposal finds broad support within the Union. It therefore remains open whether the change will take place in September or only in October.
