MGCS Tank Project: Papperger Warns of Failure

Background of the Project

The MGCS project was initiated by the German and French governments to replace the Leopard 2 and Leclerc main battle tanks with a joint, platform-independent ground combat system. Participants on the German and French sides include Rheinmetall, the French defense company Thales, and KNDS. The latter was formed from the merger of the German tank manufacturer Krauss-Maffei Wegmann with the French state-owned company Nexter.

Operational readiness of the new combat vehicle is not expected until at least the 2040s. According to Papperger, the major project is therefore already significantly behind its original schedule.

Papperger's warning comes at a time of considerable strain on Franco-German defense cooperation. On Tuesday, Friedrich Merz and Emmanuel Macron announced the end of the multi-billion-euro FCAS (Future Combat Air System) combat aircraft project, after the companies involved — Airbus and Dassault — had been unable to agree on a common line.

End of FCAS as a Harbinger

Should France now also put the brakes on MGCS, it would be the second major European defense megaproject to face cancellation in quick succession, according to assessments from the German defense industry. Observers see the FCAS halt as a severe setback for European defense capability, illustrating the risks of joint procurement among several EU states.

As an interim solution, Rheinmetall and KNDS had begun developing a new main battle tank for Germany, according to earlier reports by "Welt am Sonntag," informally referred to in the military trade press as the "Leopard 3." The first units are reportedly to enter service in the early 2030s, intended to bridge the gap until a possible launch of MGCS.

Leopard 3 as an Interim Solution

Papperger himself struck a notably cautious tone. Budget negotiations have not yet been concluded, and a final decision is still pending. The German government and the French Ministry of Defense have not officially commented on the reports so far. The dpa-AFX report was filed from Berlin.

Observers in Berlin point out that European defense cooperation has been under pressure for months. Industrial policy interests, differing export rules, and disputes over work-share allocation had already caused lengthy delays in the FCAS fighter aircraft program. The experiences from FCAS are now being seen as a possible benchmark for how robustly the MGCS project is set up.

Should France actually withdraw from MGCS or significantly reduce its share, several options would be on the table according to defense experts. Possible options would include a national German solution based on the "Leopard 3" or an expanded consortium with other European partners. The coming weeks are considered decisive, during which the governments in Berlin and Paris want to clarify the way forward, according to "Welt am Sonntag."
