The Higher Administrative Court for the State of North Rhine-Westphalia (OVG) in Münster will on Friday (10:30 a.m.) hear arguments on whether the designation of 17 new extraction sites for sand and gravel on the Lower Rhine is lawful.

The plaintiffs are municipalities and residents from the district of Wesel, who are suing the Ruhr Regional Association (RVR), which had set out the additional extraction areas in its Regional Plan Ruhr adopted by the Ruhr Parliament in 2022. The hearing begins at 10:30 a.m. in Courtroom I of the OVG; a ruling on the same day is expected.

The dispute centers on one of Germany's most gravel-rich regions. The area around Kamp-Lintfort, Neukirchen-Vluyn, Rheinberg, and Hünxe is among the most important deposits of sand and gravel in the state. The raw materials are needed in the domestic and international construction industry.
