The National Council has sent the indirect counter-proposal to the so-called Blackout Initiative back to the Federal Council by 100 to 97 votes and is demanding clearer answers from Energy Minister Albert Rösti on the financing of new nuclear power plants.

Switzerland has been debating for days whether the existing ban on new nuclear power plant construction should be relaxed. After a debate featuring nearly 100 speakers stretched over three days, the national parliament decided against moving quickly. The decision was extremely narrow, decided by just three votes.

The Federal Council's bill was intended to offer voters an alternative to the Blackout Initiative. The National Council is now demanding that the Federal Council go back to the drawing board and show how new reactors could be financed. Federal Councillor Albert Rösti will therefore likely have to propose where the money for new nuclear power plants could come from.
