The National Education Report "Education in Germany 2026" finds that the birth decline has reached daycare centers and schools but is not relieving the institutions, while competencies in reading, mathematics, and the natural sciences are overall weakening.

Birth decline at primary schools

The biennial report was presented on Monday in Berlin. It takes stock of the situation from daycare through to higher education and provides the federal and state governments with a "Handlungsgrundlage für Bund und Länder" (basis for action for the federal and state governments). For the coming 2027/28 school year, the authors expect "abnehmenden Schülerzahlen an den Grundschulen" (declining student numbers at primary schools). One reason is also lower immigration compared to previous years: "auch weil weniger Menschen zuwandern als zuletzt" (also because fewer people are immigrating than recently).
