Thuringia's Education Committee Paves Way for Third Free Kindergarten Year

The background is demographic change: due to declining birth rates, kindergartens in some regions are coming under pressure, and smaller providers face particular burdens. The final report of a state financing commission on the issue had recently attracted attention and raised eyebrows.

Demographics and Financing as Background

Before the new regulation can take effect, the Thuringian state parliament must still approve the draft law. According to information from political circles, parliamentary adoption could occur before the summer break. The regulation is then to apply from summer 2027.

The education policy debate in Thuringia is being further fueled by a current study from the Leibniz Institute. According to the study, children from poor families have significantly worse educational opportunities – from kindergarten through adulthood. They are less likely to earn a university-entrance diploma (Abitur) and less likely to attend university. Against this backdrop, the expansion of fee exemption is also seen as a family and social policy signal.

Educational Opportunities and Social Situation

While the coalition parliamentary groups and the Left party agreed on the draft in the Education Committee, the financial policy debate remains tense. The Left party had pushed ahead with the expansion of fee exemption despite a strained budget situation. Detailed questions, such as the specific design of assistance for small facilities, are to be clarified in further parliamentary deliberations.

With the draft now adopted, the largest expansion of kindergarten fee exemption in years is taking shape for Thuringia. If the state parliament approves the plan as expected, families in Thuringia could forgo parental contributions in all three kindergarten years before school enrollment starting with the 2027/28 kindergarten year.
