Already on 30 July 2026, a second wreck fragment of a North Korean KN-23 was recovered in Ukraine. The first known hit of this type targeted a residential building in Radushne, in which, according to Ukrainian figures, six people died, including three children; five minors are considered missing.

The concrete find changes the debate about Moscow's procurement practices. Until now, Russia has relied primarily on its own cruise missiles and Iranian Shahed-type drones. With the KN-23, the Russian army is receiving a weapon specifically designed for ballistic trajectories, which places existing air defense systems before different tasks.

The defense against ballistic missiles is currently considered one of Ukraine's greatest vulnerabilities. The country suffers from a lack of modern air defense systems.

Why Ukrainian air defenses are under pressure

Kyiv had repeatedly received Patriot batteries from the United States and systems from European countries in recent months. These deliveries are described as insufficient to provide area-wide protection against cruise missiles and ballistic missiles simultaneously.

The transfer of the North Korean unit to Russia is also increasing concerns that Pyongyang will further expand its role in Russia's war of aggression. Observers interpret this as evidence of closer military interlocking that goes beyond ammunition deliveries and weapons tests.

The transfer is seen as further evidence of the growing interconnection of the Moscow-Pyongyang axis. Should the KN-23 be used regularly against Ukrainian cities in the future, a new quality of threat would have to be expected, as ballistic projectiles are difficult to intercept in the terminal phase of their trajectory.

Possible consequences for sanctions and Western support

In parallel, Western capitals are discussing whether additional sanctions should be imposed on North Korean arms companies and on involved Russian entities. The EU had already adopted measures against companies allegedly involved in arms transfers in earlier rounds.

From Kyiv, it is said that one's own armed forces must now increasingly reckon with scenarios in which targets deep in the interior of the country – including energy facilities and transport hubs – are hit. The Ukrainian Air Force had previously warned about the growing range of enemy missiles.
