ÖAMTC criticizes: Falling crude oil prices barely reaching Austria's petrol stations

Gap to crude oil price remains elevated

Despite this international development, net fuel prices in Austria fell less than the EU average, according to an ÖAMTC analysis. The basis was data from the European Commission: "Auch Daten der Europäischen Kommission belegen, dass die Nettopreise für Kraftstoffe in Österreich im Juni weniger stark gesunken sind als im EU-Durchschnitt." The club sees this as evidence that the pass-through to consumers is insufficient.

The ÖAMTC therefore calls for an investigation of the price quotations for diesel and Super. "Der ÖAMTC fordert in diesem Zusammenhang eine Untersuchung und stärkere Reglementierung der internationalen Preisnotierungen für Diesel und Super", the club stated. Fair prices are only possible with reliable quotations: "Faire Preise an den europäischen Tankstellen setzen verlässliche und nachvollziehbare Notierungen voraus."

Croatia and Slovenia with state-imposed maximum prices

The ÖAMTC also identifies one cause of the subdued price reduction in the current gap between net fuel prices and the crude oil price. This is significantly higher than before the "Iran war". "Demnach ist die Differenz zwischen den Nettopreisen für Benzin bzw. Diesel und dem Preis für einen Liter Öl aktuell deutlich höher als noch vor dem Iran-Krieg", it says. The club further criticizes that the existing ordinance of the federal government is apparently not taking effect: "Da sich die sinkenden Rohölpreise offensichtlich nicht adäquat auf die Produktnotierungen für die Kraftstoffe durchschlagen, kommen die Senkungen beim Rohöl auch nur teilweise an den Tankstellen an."

The situation was further aggravated by the reduction of the mineral oil tax relief at the beginning of July. "Dass mit Juli die Entlastung bei der Mineralölsteuer (MÖSt) von 1,7 auf 0,8 Cent je Liter gefallen ist", the ÖAMTC criticized, "was sich sofort an den Zapfsäulen zeigte". The lower tax relief had already earlier ensured "Geringere Steuerentlastung mit Anfang Juli war sofort an den Tankstellen bemerkbar" added to prices. Overall, however, refuelling in June was still "spürbar günstiger als in den Vormonaten", "trotz eines möglichen Körberlgeldes".

Government ordinance apparently falling short

A look beyond the borders shows, according to the ÖAMTC, that refuelling outside Austria has become more expensive. "Nach dem Auslaufen des dortigen Tankrabatts ist Tanken in Deutschland wieder deutlich teurer als in Österreich"; Italy is also "preislich über dem heimischen Niveau". Anyone planning a holiday trip to Germany or Italy must therefore expect higher fuel prices than in Austria.

The situation is different, according to the ÖAMTC, in Slovenia and Croatia. "Dort gelten abseits der Autobahnen weiterhin staatlich regulierte Höchstpreise." Specifically, diesel and Super in Croatia currently cost 1.54 euros per litre off the motorways, "In Kroatien kosten Diesel und Super derzeit jeweils 1,54 Euro pro Liter". In Slovenia, diesel is at 1.605 euros and Super at 1.537 euros, "in Slowenien liegt Diesel bei 1,605 Euro und Super bei 1,537 Euro" – each off the motorways.

The federal government had recently attempted, with an ordinance, to tie Austrian fuel prices to international quotations. "Die Verordnung der Bundesregierung, dass sich die österreichischen Kraftstoffpreise an den internationalen Preisnotierungen für Benzin und Diesel orientieren müssen", is apparently not sufficiently effective. "Auch dies könnte darauf hindeuten, dass die günstigeren Rohölpreise in Österreich trotz Verordnung nicht vollständig an die Verbraucher:innen weitergegeben wurden", the ÖAMTC concludes.
