ORF Cultural Decline: Initiative Calls for Reversal of Ö1 Cuts

On radio, the criticism primarily concerns the cultural features in the Ö1 morning news bulletins. Until now, it was customary to include two cultural features in each morning news bulletin; the station wants to move away from this practice. Johannes Bruckenberger had explained at the beginning of the week to the APA: "Uns geht es um journalistische Aktualität, Relevanz und den bestmöglichen Inhalte-Mix in den Ö1-Journalen". The authors of the letter see this as a breach of the public-service educational and cultural mandate.

According to the initiative, the broadcast time of the program "Kulturmontag" was also reduced by five minutes. "Weiters wurde die Sendezeit des 'Kulturmontags' um 5 Minuten reduziert, 5 Minuten, die beispielsweise bedeuten, es kann ein Buch vorgestellt werden oder nicht", the letter states, which also includes television. In addition, the number of features in the Ö1 program "Leporello" had already been reduced from two to one some time ago.

Concrete demands on the ORF

The initiative's demands go beyond the mere reversal of the latest decisions. Among other things, they call for a "personnel and budgetary increase" for Ö1 and Current Affairs Culture in radio and television, as well as the "rebuilding and expansion of in-house produced arts, culture, and literature programs and the arts, culture, and literature editorial departments in the ORF regional studios." This is intended to prevent programmed frugality from leading to a deeper cut in staffing.

According to information from the literary scene, those who have signed include the author Anna Kim and the writer Arno Geiger. The actor and author Händl Klaus is also among the critics. Those involved see ORF as having a special responsibility: The educational and cultural mandate represents a core task of ORF, the letter states – coupled with the question: "Was passiert erst dann, wenn dieser Fall eintritt?"

Reactions from the literary scene

The ORF side points to editorial reasons. The aim was to strengthen journalistic relevance and topicality and to ensure a balanced content mix, Bruckenberger explained to the APA. Budgetary considerations, i.e., financial savings targets, played no role in the decision, it was said from ORF circles. The initiative, however, regards this representation as a pretext and insists on the constitutionally anchored cultural function of public-service broadcasting.

Background of the debate

The conflict fits into a broader debate about the future of public-service broadcasting in Austria. While ORF internally points to growing competition from streaming and digital platforms, cultural creators warn of a gradual erosion of the programming mandate. The initiative announces that it will maintain the pressure and bundle further reactions from the industry.
