Parental Allowance: Prien Plans Reform with Higher Income-Replacement Rate and New Conditions

The backdrop to the deliberations is a savings mandate: Finance Minister Lars Klingbeil (SPD) is demanding 500 million euros in cuts from Prien's ministry. This is meant to contribute to budget consolidation. Prien herself had previously stated that savings would have to be found elsewhere, pointing to the partnership principle and the benefit duration: "Da bieten sich einmal die Partnerschaftlichkeit, aber zum anderen auch die Bezugsdauer an."

Planned Tightening of Conditions

According to information from the Redaktionsnetzwerk Deutschland, couples in the future should only be able to claim the full 14 months of parental allowance if both partners each take seven months of parental leave. According to the report, Prien does not intend to change the other conditions for the parental allowance. A ministry spokesman, however, rejected the report: "Meldungen, wonach künftig die Elterngeldmonate hälftig mit je sieben Monaten zwischen Vater und Mutter aufgeteilt werden sollen, sind reine Spekulation und entbehren jeder Grundlage."

Specifically, according to consistent reports, Prien plans that both partners will in the future have to take at least four rather than two months of parental leave in order to receive the maximum duration of the income-replacement benefit. The remaining four months could continue to be divided freely between the parents. This would significantly tighten the existing rule.

There is also discussion about the level of the benefit: The reform envisages raising the income-replacement rate. Currently, parents receive 65 percent of their net income, up to a maximum of 1,800 euros. The parental allowance is also only granted if, for couples and single parents, the taxable income is below 175,000 euros. Prien had previously considered raising the minimum and maximum amounts.

Higher Rates and Criticism from the Union Parties

Criticism of Prien's plans is coming from the ranks of the CDU and CSU. At the same time, coalition circles emphasized, according to the Redaktionsnetzwerk, that negotiations were still ongoing and that it was also a measure for greater equality. "Es gehe um die Vorgaben aus dem Koalitionsvertrag und die Sparvorgaben," the spokesman said. Raising the parental-allowance rates would also implement an agreement from the coalition agreement between the SPD and CDU.

According to information from Der Spiegel, Federal Chancellor Friedrich Merz (CDU) has been informed of Prien's plans and, according to sources close to the party chair, has signaled approval. A spokeswoman also pointed out that the measure would above all save money, because it is not expected that many fathers would actually step out of work for that long. "Tatsächlich würde die Einführung eines hälftigen Elterngeldes aber vor allem dem Ministerium Geld sparen. Denn den Informationen zufolge rechnet man nicht damit, dass viele Väter tatsächlich so lange aus dem Beruf aussteigen werden."

Time Pressure Ahead of the Budget Draft

The federal government is under financial pressure: The black-red coalition's budget draft under Chancellor Friedrich Merz is to be presented by early July. A spokeswoman had also announced that the direction of the parental-allowance reform had to be settled by then. The parental allowance itself has not been adjusted since its introduction in 2007 – neither in its rates nor in the income threshold.

Observers see a double thrust in the plans: On one hand, higher rates are meant to create an incentive for longer periods off work for both parents; on the other, the hurdles for receiving the full 14 months are being raised. This means that, arithmetically, less money will be paid out, because many couples will not meet the new requirements. At the same time, the coalition wants to send a signal for a more equal split between partners. The coming days, until the budget draft is presented, are considered decisive.

The debate comes in a phase of strained budget planning. Federal Finance Minister Klingbeil had imposed the 500-million-euro savings requirement on Prien, which Prien herself had specified as "Bezugsdauer" and "Partnerschaftlichkeit". This puts one of the federal government's most important family-policy benefits at the center of the savings package currently being put together by the black-red coalition.
