Federal Family Minister Karin Prien has presented a draft law that shortens the duration of parental allowance from 14 to 12 months and raises the hurdles for fathers.
What the draft provides
According to the draft from the Federal Ministry of Family Affairs, parental allowance is to be paid for only twelve months in future instead of up to 14 months as previously. The prerequisite is that mothers and fathers each take at least three months of career break – previously, two months per parent were required in order to receive the full duration. This is reported by the magazine "Politico" citing the draft; a spokesperson for the Family Ministry confirmed the information to the German Press Agency.
As "Politico" quotes from the draft, three months are reserved for each parent in future: "Drei Monate sind zukünftig für jedes Elternteil reserviert. Sechs weitere Monate können zwischen den Eltern flexibel aufgeteilt werden." Single parents could accordingly receive up to twelve months of full parental allowance. The previous regulation, under which parental allowance is paid for up to 14 months if each parent takes at least two months of caregiving time, would thus be eliminated.
