Peter Magyar and the Aftermath: How the Political New Beginning Is Transforming Hungary

According to one report, the constitution is to be amended; such a reform could in the medium term also enable the replacement of President Tamás Sulyok. The coming months are therefore likely to serve as a litmus test of whether Magyar can meet the expectations of an increasingly urban, younger electorate that initiated the change of government in 2025.

EU Funds as Leverage

It remains unclear how quickly the announced reforms can be translated into legislation. In Budapest it is said that the new leadership is working on a timetable that envisions initial constitutional amendments before autumn. If this succeeds, it would significantly expand the government's capacity to act on issues of EU funds and its own fiscal consolidation.

Observers in Brussels and Berlin are watching the developments with great attention. If Magyar manages to politically reunite Hungarians while simultaneously normalizing relations with the European Union, this could also have a signalling effect beyond the country's borders. If, on the other hand, the change stalls, a persistent vacuum between domestic political ambition and foreign policy reality looms.

Outlook on the Reform Agenda

For the coming weeks, the government is expected to present an initial catalogue of reforms. In addition to the question of a possible replacement of President Sulyok, the independence of the judiciary, the reform of public-service media, and the allocation of EU funds are likely to be on the agenda.

Magyar himself has so far been publicly reserved and has pointed to institutional procedures. Observers see this as a deliberate strategy to ease expectations while simultaneously paving the way for broad parliamentary majorities. The success of this strategy will become apparent in the upcoming budget debates and EU summit meetings.

Lang emphasizes that the release of EU funds is only the beginning of a lengthy coordination process. „Er meldet sich oft als Erster zu Wort, um eine Entscheidung zu treffen oder eine Mitteilung zu verkünden", says the SWP expert with a view to the political style of the coming phase. A gradual disbursement of the funds tied to conditionality will sustain the reform momentum.

The historical context adds further weight to the upheaval: never before in the country's history since the change of system has a single opposition movement brought about a complete change of government in such a short time. The upcoming parliamentary and presidential elections will show whether this dynamic can transition into sustainable democratic consolidation.

Overall, European observers assess the situation as fragile but full of opportunity. While domestic reforms are still in their infancy, a cautious opening toward Brussels is already emerging on the foreign policy front, receiving additional tailwind from the prospect of billions in aid.
