Poverty rate in Rhineland-Palatinate climbs to 15.9 percent, welfare association warns against benefit cuts

Rhineland-Palatinate's 15.9 percent rate remains slightly below the German national average, which the Federal Statistical Office (Statistisches Bundesamt) put at 16.1 percent in February. That national figure represents the highest level recorded since 2020. Across the country, 13.3 million people are now classified as living in poverty.

How poverty is measured

Statisticians define people with less than 60 percent of median net income as at risk of poverty, a threshold the welfare association equates with being poor. In concrete terms, that meant a monthly net income of 1,446 euros for a single-person household in the most recent calculation, and 3,036 euros for a household with two adults and two children under the age of 14.

Where the burden falls

The pressures are not evenly distributed. The Trier region in Rhineland-Palatinate posts a poverty rate of 21.4 percent, well above the national average and the highest concentration within the state. Nationally, single-person households carry the heaviest burden, with 30.3 percent classified as poor, and people aged 65 and over face a poverty rate of 19.5 percent.

Calls for a social policy response

The Paritätischer Wohlfahrtsverband is using the report to warn against further cuts to social benefits. Stappen argued that reductions 'verschärft Problemlagen und gefährdet den gesellschaftlichen Zusammenhalt.' In a separate statement, he elaborated: 'Wer soziale Leistungen kürzt, verschärft bestehende Problemlagen und gefährdet den gesellschaftlichen Zusammenhalt.'

The association is calling for what it describes as a four-part response. It wants social benefits to be poverty-proof, earned incomes to be adequate, housing to remain affordable, and local advisory and support services to be strengthened. Stappen summed up the demand: 'Wir brauchen armutsfeste Sozialleistungen, auskömmliche Erwerbseinkommen, bezahlbares Wohnen sowie starke Beratungs- und Unterstützungsangebote vor Ort.'

He also stressed the need for tailored interventions in the most affected areas. 'Gerade deshalb braucht es differenzierte Antworten und eine soziale Infrastruktur, die auch dort trägt, wo die Belastung besonders hoch ist,' Stappen said, pointing to regions such as Trier as examples of where local infrastructure must hold up under heavy strain.

The Federal Statistical Office's February release of the 16.1 percent national figure had already signalled that poverty in Germany was at its highest level in five years. The Paritätischer Wohlfahrtsverband's state-level breakdown now suggests that Rhineland-Palatinate, while still slightly below the national average, is following the same upward trajectory that produced the recent low of 12.3 percent just two years ago.

For the welfare association, the implication is clear: without policy changes, the gap between the state's 2023 low and its current rate points to a structural shift rather than a temporary fluctuation. Whether the rise of 0.3 percentage points in a single year marks the start of a steeper climb will depend largely on decisions about social spending, housing policy, and income support in the coming legislative period.
