Prikraf: SPÖ leader Babler wants to abolish the health fund

Fact check sees accusations partly refuted

Austria is one of the few countries in which the system of public and private hospitals is as closely interlinked as it is here. International comparisons, such as with the OECD, show that the dual system enables a comparatively high density of care.

The SPÖ argues that the Prikraf also finances services that fall into the area of self-pay services or pure comfort medicine. In fact, however, the list of billable services contains clear restrictions.

A significant part of the criticism relates to the handling of pension and deportation costs, which are also processed through the fund. Here, however, the fact-check analysis points out that these expenditures do not come from the "health" budget, but from social and foreign-law obligations.

Babler had already called for a fundamental reform of the health system in several earlier interviews. With the current press release, the Prikraf debate is now becoming part of a broader health policy dispute between the SPÖ and the ÖVP.

Reactions from the ÖVP and patient representatives

ÖVP health spokespersons such as Andreas Brandstetter counter the SPÖ's proposal by pointing out that abolishing the fund would hit the hospital landscape hard. They refer to the existing contracts with private operators and the associated security of supply.

From the perspective of patient organizations, a dissolution of the Prikraf would be associated with considerable organizational risks, as alternative billing models do not yet exist. The question of which institution should take over the fund's function in the future is also open.

The fact check itself assesses several of Babler's statements as partly false, partly misleading. In particular, the claim that large numbers of cosmetic surgeries are billed through the fund cannot be empirically supported, according to the analysis.

All in all, it is clear that the SPÖ is primarily using its initiative to set political accents on the issues pending before the next election. However, the factual substance of the argumentation is not supported by the fact check over wide stretches.

In the coming weeks, a parliamentary debate is to be expected in which the responsible ministries and the hospital interest groups will take a position.

In the end, it remains open whether the SPÖ will actually introduce its motion to abolish the Prikraf as a formal legislative proposal. So far, it is a programmatic press release without a parliamentary motion.

The developments are being watched closely both by the Economic Chamber and by the Medical Association, as the Prikraf represents a central financial pillar for the private operators.

Regardless of the outcome of the political debate, the discussion about the fund's future will help shape the health policy dispute in Austria in the coming months.
