Anyone in Austria newly acquiring a dog, a reptile, an amphibian or a parrot as of today must present a proof of competence, which is obtained through a four-hour theory course.

New requirement from 1 July 2026

Since 1 July 2026, a new regulation has been in force in Austria: a proof of competence is required for the new acquisition of dogs as well as reptiles, amphibians and parrots. According to reports from the Austria Presse Agentur (APA) and the editorial team, the obligation applies only to newly acquired animals. Anyone who already kept a corresponding animal before this cutoff date is not affected, according to the available information.

The proof of competence is obtained through a four-hour theory course. It is intended to teach prospective keepers the basics of species-appropriate husbandry, the animals' needs and the relevant legal framework. For dogs, the regulation additionally provides for two practical hours that must be completed in addition to the theory course.
