The reform partnership between Neos, SPÖ and ÖVP presented its results last week; for parts of the projects, the coalition now needs the Greens as a partner for a two-thirds majority.

"Das ist kein großer Wurf." That was the tenor when the results of the reform partnership were presented the week before last. The coalition of Neos, SPÖ and ÖVP has thus set in motion a project that had been on ice since the collapse of the first round of negotiations in January 2025. At the time, it was the Neos themselves who had let the talks for a three-party coalition fall apart because they could detect "keinerlei Reformbereitschaft" in SPÖ and ÖVP.

The greatest need for explanation, according to observers, now lies with the Neos, given that they have "seit ihrer Gründung auf tiefgreifende Neustrukturierungen in Verwaltung, Bildung und Gesundheit" insisted. With Christoph Wiederkehr, the Neos also provide the responsible minister for education. In the negotiations, one had "weit über die Ziele im Regierungsprogramm hinausgegangen, wenn es um die Auflösung des Kompetenzenwirrwarrs bei Steuerung und Finanzierung" geht, according to the Federal Chancellery.
