The Ministry stated that, in addition to the F-16 that fired, two Italian fighter jets and another Romanian F-16 had been involved in the operation, all of which had taken off from the Fetesti Air Base in the southeast of the country.

The shot-down drone is, according to current information, a Russian model; Romanian officials did not officially comment on its origin initially. President Dan spoke only of a "drone that had entered the airspace without authorisation." The incident is part of a growing number of violations of Romanian airspace: since the beginning of Russia's war of aggression in neighbouring Ukraine, nearly 30 drone incidents over Romanian territory have been registered, according to authorities.

Increasing incidents on the eastern flank

Already at the end of May 2026, a Russian combat drone of the Geran 2 type crashed into a high-rise building in the port city of Galati on the Danube; two people were injured. That incident caused diplomatic friction and intensified the debate over engagement rules. The Romanian Parliament had already passed a law in 2025 allowing the military to combat unmanned drones over its own territory.

Friday's intercept is, according to official information, the first of its kind by the Romanian Army. The country borders Ukraine along a stretch of roughly 600 kilometres and is a member of both the EU and NATO. Along the more than 1,000-kilometre border, roads are secured with nets against drones and border strips are mined. With the airspace violations, pressure is growing on Bucharest to further expand defence infrastructure on the eastern flank.

The escalation on Romania's eastern border comes amid a phase of intense warfare in Ukraine. In a Russian missile attack in the Kyiv region on Wednesday, ten people were killed and nearly 100 others injured, according to Ukrainian figures. From the northeastern Ukrainian city of Sumy, local authorities reported three deaths in new Russian attacks. The Ukrainian leadership, meanwhile, announced plans to expand drone production.

Reactions in Ukraine and the West

President Volodymyr Zelensky said in an interview with X blogger Laura Loomer that Ukraine plans to build a "big factory in the US." He gave no details on location, investors, or timeline. The statement came amid a debate over Western arms deliveries and production capacities for Kyiv.

At the same time, the dispute over a possible EU accession of Ukraine is intensifying in Brussels. Claudia Bauer rejected a swift accession: "Ein Turbo-Beitritt auf Antrag, das geht natürlich nicht." She warned of a "two-tier society" and demanded that every candidate must "earn accession through performance."

According to information from Vienna, the accession of a country with 39 million inhabitants and its own agricultural structure would significantly change the EU and would have to be carefully weighed. The Ukrainian government has been increasingly campaigning for an EU perspective since the start of the war and points to reform progress. The dispute is being closely watched in Bucharest, as Romania is considered one of the most important advocates of EU rapprochement for Ukraine among the eastern alliance members.

Debate over Ukraine's EU accession

In Romania itself, the drone incident has sparked a new security policy debate. Defence experts are calling for faster modernisation of airspace surveillance and additional defence systems. The government announced that it would review the incident within the NATO framework and reassess the situation on the southeastern flank. Romanian media emphasised that the intercept was a sign of determination to defend the sovereignty of the country's airspace.

The Kremlin did not initially comment on the incident. In Moscow, officials said only that they were reviewing the reports. The EU High Representative stated that the incident underscored the need to better protect the alliance's eastern member states militarily. NATO announced a routine assessment of the incident and pointed to existing operational plans for airspace surveillance.

The second intercept within 24 hours suggests that drone overflights will continue to increase. According to observers in Bucharest, the Romanian Air Force is likely to carry out more scrambles in the coming days and weeks. The presence of Italian fighter jets at the Fetesti Air Base also points to closer coordination with alliance partners in the southeast of the alliance.

Outlook on further intercepts

Overall, the Romanian armed forces have recorded the highest density of airspace violations by drones since the start of Russia's war of aggression against Ukraine at the beginning of the year. Authorities urged the population in border regions to be particularly vigilant and pointed to existing emergency plans. Schools and public facilities in the counties of Tulcea, Galati, and Buzau were instructed to review their security concepts.

International reactions on Saturday were largely limited to diplomatic statements. The United States reaffirmed its obligation to assist NATO partner Romania, without giving operational details. The German government in Berlin expressed concern about developments on the eastern flank and pointed to the alliance's ongoing air policing mission. France announced that it would raise the issue in the EU Foreign Affairs Council in the coming days.

On the Ukrainian side, the intercept was seen as a further sign of the war's expansion onto NATO territory. Zelensky said Russia must be held "politically and economically" accountable for every violation of the alliance's airspace. The Ukrainian Air Force, meanwhile, reported further drone attacks on energy facilities in the east and south of the country.

What changes as a result of the new incidents? For the first time, the Romanian Army has actively engaged and shot down a drone. Previously, measures had been limited to reconnaissance, escort, and diplomatic notes of protest. With the 2025 law and the intercept that has now taken place, Bucharest is marking a turning point in national defence. Observers interpret the action as a signal to Moscow that further violations of airspace will not go unanswered.
