Background of the Crisis

Previously, dredging along the Danube as well as the blasting of a rock in the riverbed had attempted to improve water inflow. The shutdown has immediate consequences for Romania's electricity supply. Cernavoda is one of the country's largest energy producers and covers a significant share of national electricity demand. With the loss of this capacity, dependence on imports increases, particularly from Hungary and other neighboring countries, which are expected to step in more heavily in the coming weeks.

Effects on Electricity Supply

The Hungarian side is also closely monitoring the development. Since the electricity grids of both countries are closely intertwined, bottlenecks in Romania could have an immediate impact on Hungary. Energy suppliers in Budapest are, according to their own statements, preparing for increased demand from the south.

The causes of the water shortage lie in a combination of persistent drought and low precipitation throughout the entire Danube catchment area. Hydrologists had already pointed out a critical development in spring, which has intensified over the summer. The Danube is currently carrying historically low volumes, which, in addition to energy generation, also affects shipping and agricultural irrigation.

Response of the Authorities

The shutdown procedure follows a defined protocol in which the reactors are brought down in a controlled manner. According to the operator, an emergency shutdown is not required; the safety systems are functioning as planned. Nevertheless, the process marks an exceptional step for a country that has so far relied heavily on its nuclear energy.

The Romanian government has set up a task force to manage the supply situation and to cushion possible bottlenecks for private households and industry. In parallel, talks are underway with the European Commission on possible aid and energy crisis measures.

Outlook and Risks

In the medium term, the question arises as to how vulnerable European energy infrastructure is to extreme weather events. The Cernavoda case is seen by observers as a warning signal that even large energy producers are increasingly coming under pressure from climatic changes.

For the coming days, operators do not expect a quick easing of the situation. Should the forecast precipitation fail to materialize, the shutdown process could last longer than originally planned. A restart would only be possible once the Danube is again carrying sufficient water.
