Ruck Leak: Stocker Demands Consequences within Vienna's ÖVP

Trigger: A Leaked Transcript of a Conversation

The scandal quickly reverberated up to the federal party level. ÖVP General Secretary Christian Stocker stated, according to Profil, that the remarks reported in the media were „zutiefst irritierend und widersprechen dem Frauenbild und Politikverständnis der Volkspartei". When asked by the APA whether Ruck could remain President of the Chamber of Commerce, Stocker was cryptic: „Ich gehe davon aus, dass er die richtigen Schritte setzen wird." The tone from the federal party left little doubt that the leadership of the Vienna Wirtschaftsbund was expected to act swiftly. "One thing must be stated upfront," it was said from ÖVP headquarters, the allegations would be reviewed.

Within the Wirtschaftsbund itself, however, a defensive front quickly formed around Ruck. Margarete Kriz-Zwittkovits, who is also deputy chair of the Vienna Wirtschaftsbund, publicly backed her president: „Wir stehen hinter Walter Ruck, weil wir ihn aus jahrzehntelanger Zusammenarbeit genau kennen", she emphasized. She also pointed out that Ruck had been reelected as Wirtschaftsbund chief in May with more than 99 percent. Martha Schultz, President of the Austrian Chamber of Commerce, also sprang to Ruck's defense: „Wir befinden uns mitten in einem Reformprozess, um das in der Vergangenheit verspielte Vertrauen sukzessive wieder zurück zu gewinnen", said Schultz.

Backing from the Wirtschaftsbund

The central line of defense was that the recording had been made in a "potentially illegal" manner and could not be verified. "Es handelt sich den angeblichen Zitaten um ein Transkript einer nicht verifizierbaren, unbestätigten und potenziell illegal angefertigten Tonaufnahme", an internal briefing stated. Should there have been "manipulated edits, that would be alarming methods." Verena Wiesinger, the Vienna chair of the Initiative Frau in der Wirtschaft, struck a similar note and emphasized regarding the Vienna Chamber of Commerce: „Es ist sehr wichtig, dass Walter Ruck in den vergangenen Jahren Frauen motiviert und gefördert hat, sich als Funktionärinnen für ihre Branchen einzusetzen." The "campaign" against Ruck was "firing blanks," Kriz-Zwittkovits said she was convinced.

At the same time, the personnel constellation surrounding the 2025 Vienna election was brought into play to discredit the narrative. „Und diese Bilanz ist zehnmal stärker als es flapsige Sager in einer Männerrunde je sein könnten", Wiesinger judged. According to Wirtschaftsbund background information, the ÖVP candidate for the electoral district in the 2025 Vienna election – that is, Ruck's son – was chosen by the ÖVP Döbling district party executive, and not by Ruck personally. The personnel decision had been made by a body over which the Chamber of Commerce president has no direct influence.

The Line of Defense: Recording Labeled "Illegal"

The Döbling politician further stated that she had always experienced Ruck „als einen Präsidenten erlebt, der Frauen bewusst fördert". In a statement she noted: „Wir wissen ja, dass Männer sich untereinander gern flapsig unterhalten – sofern das in dieser Form überhaupt stattgefunden hat." Such remarks would in no way correspond to "our worldview or our culture of how decisions are made." However, she saw no reason to demand personal consequences from the affair. She had always experienced Ruck as someone who promotes women, which is why the accusations had affected her "all the more." The decision not to run as lead candidate in Döbling had been "my free decision not to be available as lead candidate," as she noted in the statement.

Ruck also received support from the ÖVP Wirtschaftsbund at the federal level. Wirtschaftsbund chairman Franz Hörl told the APA that his Vienna colleague's behavior was „einfach ungustiös". Hörl expressed annoyance and demanded a swift clarification. Hörl further emphasized that Ruck's track record over the years must outweigh the flippant remarks attributed to him in the intimate gathering. „Was aber zählt ist die Realität", Kriz-Zwittkovits was quoted as saying.

Sharp Criticism from the FPÖ

The Freedom Party, in fact, reacted sharply. Reinhard Langthaler, General Secretary of the Freedom Party's business wing, declared in a statement that Ruck could no longer represent the interests of entrepreneurs. Critical voices also came from Vienna's FPÖ: "The Vienna Chamber of Commerce needs a genuine restart – transparent, frugal, and free from partisan cronyism." The political opposition's response made clear that the Ruck affair could still play a role in the 2025 Vienna election.

Internally, within the Vienna Chamber of Commerce, damage control meanwhile set in. Staff were instructed to be decidedly reserved when dealing with the media and to refer all inquiries to the press office. A spokesperson pointed out that the Vienna Chamber of Commerce had "in recent years motivated and supported women" to get involved as officials for their respective industries. The internal effort to smooth things over was clearly noticeable. The motto was to brand the recording as "illegal," cast doubt on the published statements, and, above all, locate the personnel decisions surrounding the 2025 Vienna election within official bodies in order to mitigate Ruck's direct responsibility.

Pressure from the Federal Party

That the federal party was nonetheless building pressure was due to the explosiveness of the reported contents. The "order" comparison and the account of an official having "saluted" and stepped aside touched upon the question of how power is exercised within the Vienna People's Party. For Stocker and the ÖVP federal party headquarters, this constituted an affront to the party's self-image. The reported statements ran counter to "the image of women and political understanding of the People's Party," according to the General Secretary. The affair thus struck at the very core of the areas in which the People's Party had sought in recent years to regain credibility: the advancement of women, clean personnel policy, and the transparent exercise of power.

Over the weekend, indications grew that the Vienna Chamber of Commerce leadership wants to draw a line under the affair. Ruck himself did not initially make any public statement. In Wirtschaftsbund circles, it was said that the plan was to buy time, allow the situation to calm down, and rely on upcoming committee meetings to manage the matter internally. Whether this succeeds will also depend on whether the ÖVP federal party keeps the affair on the agenda. Stocker had made clear that he expected "the right steps" – without specifying what those would entail.

Outlook: What the Coming Days Will Bring

Döbling district politics, meanwhile, is now grappling with the question of how the withdrawal of the long-serving officeholder Kriz-Zwittkovits should be interpreted in the media. A great deal is at stake for ÖVP Döbling: its own district candidate for the 2025 Vienna election, its image of a fair intra-party culture, and the way it treats a distinguished officeholder. The proceedings throw a spotlight on the Vienna People's Party, where personnel decisions are made behind closed doors and where the functioning of internal party routines suddenly becomes the subject of public debate.
