Russia attacks freighter off Odessa – one captain killed

Ukraine has been waging a war of defense against the Russian invasion since February 2022. Attacks on civilian merchant vessels off the Black Sea coast have increased significantly in recent weeks and are affecting the already strained logistics along the region's maritime export routes. Observers see this as an attempt to further halt grain and goods traffic from Ukrainian ports.

According to information available so far, among the most recently attacked ships were also vessels registered under the flags of the Marshall Islands, Liberia, and Tanzania. These flag states account for a large share of the world's civilian merchant fleet and are particularly frequent targets of such attacks, as their ships often operate on international cargo routes between Black Sea ports and the Mediterranean.

The Ukrainian side accuses Russia of deliberately targeting maritime infrastructure and civilian cargo vessels in order to exert economic pressure on Kyiv and its allies. The government in Moscow has not publicly commented on the recent incidents off Odessa, as the available reports indicate.

International shipping organizations have repeatedly pointed out the risks to civilian seafaring in the Black Sea in recent weeks. Insurers raised their premiums for transits through the Black Sea, and several shipping companies restricted their routes into the region. With the new attack on another freighter off Odessa, this situation is likely to worsen further.

Since the beginning of Russia's war of aggression against Ukraine, the Odessa region has been a central hub for the country's grain exports and a recurring target of Russian air and naval forces. In addition to attacks on port facilities and silos, operations are increasingly directed at incoming and outgoing merchant ships, placing a direct burden on the Ukrainian economy.

Reactions and consequences for shipping

The exact course of the attack – for instance, which weapons or drones were used to strike the freighter – initially remained unclear. The Ukrainian military administration once again called on crews of foreign ships to exercise caution and demanded increased patrols of the Black Sea fleet by allied naval forces. At the same time, pressure grew on the international community to respond to the increasing threat to civilian shipping in the region.

Diplomatic sources said that the United Nations and the International Maritime Organization (IMO) had been informed of the incidents. Concrete measures were not initially announced. In Kyiv, the attack was seen as further evidence of a strategy to systematically disrupt Ukrainian export routes and further aggravate the supply situation in the region.
