Russian frigate fires flares at Danish helicopter – concerns over shadow fleet in the Baltic Sea

The Danish straits – consisting of the Great Belt, the Little Belt and the Øresund – are considered the most important shipping route into and out of the Baltic Sea. They are a central artery for global trade, for military transports and especially for oil deliveries. According to government information, a significant portion of the Russian shadow fleet, which circumvents Western sanctions, also passes through these waterways.

The incident is part of a series of incidents in which Russian military units in the region have provoked the presence of Western armed forces and authorities. In recent months, NATO allies, including Denmark, have significantly intensified their patrols and surveillance missions in the Baltic Sea. The background is an increase in incidents that are regarded as deliberate disruption operations.

International reactions

According to the Danish government, the incident was described as „eine inakzeptable Provokation im internationalen Luftraum über internationalen Gewässern“. At the same time, it was emphasized that the helicopter had posed no threat whatsoever and had been on a clearly documented surveillance flight. According to government information, diplomatic channels between Copenhagen and Moscow have already been activated.

Legal classification of the incident

Solidarity with Denmark was promptly signaled from the Baltic states and Poland. NATO partners expressed concern about the growing risk of military incidents in one of the world's busiest shipping regions. According to government representatives, the incident has been incorporated into ongoing consultations in Brussels on intensified air and maritime surveillance in the Baltic Sea region.

Economic risks

The Baltic Sea has gained considerable strategic importance in recent years. In addition to civilian cargo ships, NATO formations also use the waters intensively to protect the integrity of the sea routes and critical infrastructure such as submarine cables and gas pipelines. Experts see the Russian shadow fleet, which allegedly handles oil transports while circumventing Western sanctions, as another destabilizing factor.

Under international maritime law, the Danish straits are considered international waters with special passage regulations. The firing of flares in the direction of a foreign aircraft can – depending on the circumstances – be classified as an endangering act, even if flares themselves do not have a direct weapon effect. According to government information, a final legal assessment is still pending.

The Danish armed forces have temporarily increased their surveillance flights in the region. At the same time, consultations with NATO partners are underway on additional airspace surveillance measures. The government in Copenhagen announced that it would continue to investigate the incident in the coming days and, if necessary, raise it at the European level.

Observers point out that the accumulating incidents in the Baltic Sea increase the risk for commercial shipping. Insurers could adjust their premiums, and shipping companies are increasingly considering alternative routes. A lasting impairment of the main trade route into the Baltic Sea would have significant consequences for energy supply and the exchange of goods in Northern Europe.
