Russian Rocket Attack on Arms Industry Event Near Kyiv Kills at Least Ten

Discrepancies in the Casualty Figures

EU Foreign Policy Chief Kallas sharply condemned the attack. "Russia's indiscriminate attacks on Kyiv and other regions deliberately, not by chance, claim civilian victims," Kallas stated on the social media platform X. The wording underscored the accusation that Russia knowingly accepts civilian harm.

In parallel, Ukraine struck targets in numerous Russian regions and on the Russian-annexed Crimean peninsula overnight. In an attack on an arms plant in the central Russian region of Kirov, six people were killed and 26 injured, according to Governor Alexander Sokolov. These figures were also confirmed by regional authorities.

Moscow's Account of the Attack Target

The governor of the region around the metropolis of St. Petersburg, Alexander Drosdenko, wrote on Telegram on Thursday about 59 drones intercepted. Zelensky stated that an oil facility nearly 1,350 kilometers away, as well as logistics sites in Russia, had also been struck. He emphasized: "It is important that the strikes against Russian logistics, which supplies the occupation army with drone components, navigation devices and military equipment, continue."

Already overnight into Thursday, Ukraine had once again targeted Russia's largest online retailer with hundreds of drones. In the northern Ukrainian city of Chernihiv and the surrounding district, around 150,000 people were left without electricity. He was commenting on remarks by his US counterpart Marco Rubio, who had described the 2025 Anchorage summit between Trump and Putin as a failure and called for new paths toward a diplomatic solution.

Ukrainian Counterattacks on Russian Territory

Rubio subsequently said that progress on the path to peace required "new proposals and new ideas." US President Donald Trump is expected in Washington on 28 July, though it remained unclear to what extent Ukraine and the conflict would play a role there. According to reports, Putin subsequently did not back down from any of his demands for ending the war he began in 2022.

In another diplomatic context, China imposed export controls on 14 EU companies. A study also pointed out that ports in Georgia were circumventing EU sanctions against Russia. Zelensky expected new Russian rocket attacks on Ukraine in the coming 48 hours. He appealed to the population to seek shelter. At the same time, he announced: "We will help with transport, accommodation and everything necessary," he wrote with regard to the care of those affected after the attack near Kyiv.

Lavrow Signals Willingness to Negotiate While Maintaining Objectives

The Russian Central Bank meanwhile lowered its key interest rate despite rising inflation. The monetary policy decision stood in contrast to the military developments and revealed the economic tensions within Russia, exacerbated by the war effort.

The combination of rocket strikes on civilian events, drone attacks on logistics centers and territorial gains in the Kharkiv region points to a phase in which diplomatic solutions have receded into the distance.
