One day after an initiative by Papier, the SPD lead candidate for Saxony-Anhalt, Armin Willingmann, on 29 July 2026 picked up the debate about a lowered threshold for the state parliament and proposed three percent instead of the previous five percent as a possible threshold.

Willingmann spoke on 29 July 2026, thereby taking up a proposal that Papier had put forward one day earlier. In his statement, he described three percent as a threshold that would continue to function as an electoral hurdle. With this, the SPD lead candidate positioned himself on an issue that has been politically controversial in Saxony-Anhalt for months.
