Several federal ministries led by the SPD have presented an action plan for adapting to climate change. It provides for an amendment to the Basic Law and for climate adaptation to be enshrined as a joint task, while the Union views the initiative skeptically and the Greens have signaled support.

Core of the action plan

The SPD-led federal ministries have jointly developed an action plan intended to structurally safeguard adaptation to the impacts of climate change in the coming years. The core of the paper is the demand that climate adaptation be enshrined as a governmental task in the Basic Law, thereby securing long-term funding. In doing so, the ministries are taking up an idea that is already set out in the coalition agreement between the CDU/CSU and the SPD.
