Steinmeier Welcomes Coalition's Reform Package – and Calls for Economic Growth

The package had been agreed in the coalition round between Union and SPD. It provides for tax relief for small and medium incomes from 2027, along with labor market measures and a reduction of bureaucracy. In addition, the coalition wants to fully implement the recommendations of the Pensions Commission. Steinmeier called on the social partners to board the "Reformzug."

Contents of the Reform Package

On Friday, the Bundestag and Bundesrat had passed the savings law for the statutory health insurance system as well as the building modernization law with new heating rules. A motion to refer the health insurance savings law to the Mediation Committee did not find a majority in the Bundesrat.

Criticism came from the coalition's own ranks. Saxony's Minister-President Michael Kretschmer (CDU) told the newspaper "Welt": "Das sind nur erste Schritte in die richtige Richtung. Um eine wirkliche Verbesserung der ökonomischen Situation und einen Stimmungswechsel zu erzeugen, sind wir noch sehr weit weg von einem Maßnahmenpaket, das uns wirklich einen Aufschwung bringt."

Criticism from the Coalition's Own Ranks

Steffen Bilger (CDU), Parliamentary Managing Director of the Union faction, advised in the "Rheinische Post" to exercise restraint during the parliamentary summer break: "Gerade in dieser Phase sollte dann auch mal gelten: Lieber durchschnaufen statt draufhauen." At the same time, he cautioned: "Direkt im September geht es zudem um den Haushalt für das kommende Jahr, bei dem wir klare Prioritäten setzen und konsequente Sparanstrengungen unternehmen müssen."

Hamburg's First Mayor Peter Tschentscher (SPD) called the savings package for the statutory health insurance system a "Fehlleistung der Bundesregierung." Speaking to the Deutsche Presse-Agentur, he criticized that non-insurance-related benefits were not financed from taxes but borne solely by the contributors: "Das sind hohe Milliardenbeträge, die ausschließlich den Versicherten zur Last fallen." The federal government was combining high new debts without a financing and repayment plan with "Steuergeschenken aus der Gießkanne" and was thereby incapable of acting.

Protest from the Healthcare Sector

Sharp protest also came from the healthcare sector. Markus Blumenthal-Beier, chairman of the Hausärztinnen- und Hausärzteverband, announced "massive Kürzungsprogramme in den Praxen" on Deutschlandfunk. The situation was no longer tenable. Some practices had already frozen hiring and practice expansions because of the draft law, and many family doctors aged 63 were saying: "Wenn das kommt, da habe ich die Schnauze voll."

Criticism of the law also came from the Association of General Practitioners as well as from rural districts and cities that bear costs for hospitals and emergency services. The coalition thus faces the task of concretely implementing the adopted measures in the coming weeks – while at the same time securing the necessary parliamentary majority.

Outlook for the Autumn

Steinmeier stressed that patience and perseverance were now needed in implementation. The coming months up to the budget procedure in September are considered the first real test for the reform project.

The reactions from the federal states, associations, and parts of the coalition show that the political discussion process about the scope of the reforms continues. While Steinmeier acknowledges the departure, critics such as Kretschmer and Tschentscher see only a beginning.

Overall, the balance of the weekend is mixed: praise for the political will, but skepticism about the economic impact. Whether the package can actually create growth and trust will, in the assessment of all those involved, only become apparent in the coming months.
