Totschnig sees further need for negotiation on climate law

At the centre of the conflict is the goal of climate neutrality by 2050, as formulated in the current draft law. According to Totschnig, this date aligns with the European targets, whereas the government programme actually provides for 2040 as the target year. The discrepancy between the coalition paper and the draft forms the main point of contention.

SPÖ environment spokeswoman Julia Herr had previously criticised that the draft is aligned with the European requirements rather than with the 2040 goal named in the government programme. NEOS climate spokesman Michael Bernhard expressed similar criticism. Both opposition parties are calling for an adjustment to the more ambitious date.

Criticism from the opposition

„Es brauche dringend ‚verbindliche Reduktionspfade‘ beim Schadstoffausstoß," Totschnig said with a view to the upcoming rounds of negotiation. These reduction pathways are intended to define the pace at which Austria must cut its greenhouse gas emissions in the coming years and decades.

Herr has now reiterated her call for an „ambitioniertes Klimagesetz." The SPÖ is insisting that the law actually contain binding interim targets and not merely set an end goal. Without such interim targets, the law would remain a mere declaration of intent, the opposition party argues.

WWF warns of stalemate

The environmental organisation WWF, for its part, spoke of a standstill in the negotiations and accused the government of a „schweres Versäumnis." From the WWF's perspective, the draft in its current form fails to meet the ambitions announced in the government programme and endangers the credibility of Austrian climate policy.

Meanwhile, Totschnig defended the double budget provided for in the government draft — that is, the parallel handling of climate and budgetary matters. In his view, an interlocking of the two policy areas makes sense in order to financially secure climate policy measures.

Outlook on further negotiations

How things proceed from here was left open by those involved. What is clear is that the next rounds of negotiations will have to show whether the government and the opposition can still find a common denominator. Until then, the climate law remains a politically contentious issue that will have an impact beyond the current legislative period.

Observers interpret the minister's remarks as a signal that the government is taking the opposition's pressure seriously. Whether this will lead to concrete changes to the draft, however, will have to become clear in the coming weeks.
