France's Interior Minister Laurent Nuñez has informed the prefects along the route of the Tour de France, which starts in Barcelona on Saturday, by letter that in exceptional cases they may cancel individual stages if the highest heat alert level, Red, is declared and if health protection and emergency services are endangered.
Background: Heatwave of historic proportions
France is bracing for a heatwave during this year's Tour de France, which according to the Interior Ministry could prove particularly tricky with an expected ten million spectators along the route. Interior Minister Laurent Nuñez therefore sent a letter to the prefects of the departments along the route. It makes clear that, in consultation with the organizer and all parties involved, they may decide to cancel a stage if health or operational conditions no longer allow them to simultaneously guarantee the safety of spectators, deployed personnel, and the maintenance of emergency services for the population.
The letter states verbatim: "In Ausnahmefällen und in Absprache mit dem Veranstalter und allen Beteiligten können Sie beschließen, eine Etappe abzusagen, wenn die gesundheitlichen oder operativen Bedingungen es nicht mehr ermöglichen, gleichzeitig die Sicherheit der Zuschauer und des eingesetzten Personals sowie die Aufrechterhaltung der Notfallversorgung der Bevölkerung zu gewährleisten". This gives the regional authorities a clear legal framework to respond to extreme weather conditions.
