TÜV Austria calls for a central cooling tower registry following Legionella outbreak in Linz

The background to the debate is an outbreak that has placed considerable strain on the Kepler University Hospital (KUK) in Linz. Several patients were treated for Legionella infections, and the hospital had to temporarily reorganize its capacities. Linz AG, as the operator of relevant systems, also came into the focus of investigations.

Evaporative cooling systems and similar technical installations that release water in fine droplets into the surrounding air are suspected as possible sources of the germs. In such aerosols, Legionella can spread over greater distances and, when inhaled, cause severe pneumonia. Experts emphasize that effective control is only possible if it is even known which systems are operated where.

Hospital and authorities under pressure

TÜV Austria points to experiences in other European countries, where mandatory registries for evaporative and cooling systems have been standard for years. Austria still lacks a comparable nationwide solution. Fleischanderl advocated for centrally documenting not only the locations but also the maintenance intervals and the most recent hygiene inspections.

Support comes from the medical field. At the Kepler University Hospital, an increased number of Legionella infections has been recorded over the past days. According to its own statements, the hospital is in close contact with the health authorities and has implemented stricter hygiene measures. Office-based physicians in Linz were also informed about the increased occurrence.

The City of Linz and the responsible regional authorities announced that they would continue to investigate the case. Among other things, the focus is on a system complex in the dry-operation area as well as technical installations at the so-called power grid building. Sampling and technical inspections are underway, and affected systems could be temporarily shut down if the suspicion is confirmed.

Background: Why Legionella are dangerous

Linz AG is also facing questions regarding the operational safety of its systems. According to its own statements, the company is cooperating with the authorities and has committed to external inspections. Spokespersons stressed that they take the allegations seriously and will initiate all necessary steps to clarify the cause.

With regard to the ongoing investigations, experts warn that the incubation period for Legionella infections can be up to two weeks. It is therefore possible that additional cases will only be detected with a delay. The authorities urged the population to seek medical help promptly in the event of flu-like symptoms following a stay in the Linz area.

Investigations into the cause of the outbreak are continuing. Clarity about the starting point(s) of the spread is not expected until the microbiological and technical examinations have been completed. The demand for a central cooling tower registry is likely to shape the political debate about the safety of technical installations in Upper Austria in the coming weeks.

Regardless of the specific outcome, experts see the case as a wake-up call. The gap in the registration and control of evaporative cooling systems has been known for years, but without binding reporting obligations, neither the authorities nor inspection organizations have had a complete overview. In TÜV Austria's view, a nationwide registry could close precisely this information gap.
