Why the Two Findings Can Coexist

Nevertheless, the German result is likely to draw attention from European policymakers, not least because Germany is the EU's most populous member state and a major contributor to the union's budget. A sustained drop in German confidence would have political consequences for debates over further integration, fiscal rules, and the union's response to external challenges. The survey does not break down which specific policies are driving the change, but the headline framing implies a broad-based pessimism about the EU's direction.

The Europe-wide figure, by contrast, offers a counterweight to that narrative. Record-high approval of membership suggests that the institutional appeal of the EU — the single market, freedom of movement, common rules and shared currency for members of the euro area — remains intact for a clear majority of Europeans. Analysts who follow public opinion in the union have long noted that support for membership tends to be more stable than support for particular EU leaders or policies, and the latest data is consistent with that pattern.

Both surveys were published amid an active political calendar for the union, with the European Parliament continuing its legislative work and member-state governments preparing positions on a range of files. Neither survey, on the evidence available, claims to predict electoral outcomes, and neither names a specific event that triggered the shifts reported.
