The European Trade Union Confederation and other European union federations have, in view of the current heatwave, called for binding protective measures for workers in the EU, referring to a series of heat-related deaths in the workplace during summer 2025.

The European Trade Union Confederation criticised that employers were doing too little to protect employees during heat periods. The organisation pointed to several deaths in work contexts during summer 2025 that were attributed to high temperatures. Union representatives called for binding upper limits for temperatures in the workplace, rules for work and rest periods with paid breaks, as well as access to shade, water and cooling.

As a model, the unions cited the cooling breaks at the football World Cup that had been introduced because of high temperatures. However, according to the European Trade Union Confederation, these breaks last only "just three minutes". Esther Lynch of the European Trade Union Confederation stated: "Bauarbeiter, Obstpflücker oder Busfahrer benötigen deutlich mehr als drei Minuten, um sich zu erholen."
