Brussels, 27 August 2026

The US government has presented European NATO allies with a questionnaire on reform plans for the Alliance, requesting concrete information on their defense capabilities and contributions.

According to alliance circles in Brussels, several European capitals have already returned completed forms in recent days. A person familiar with the matter said: "Wir haben bereits mehrere ausgefüllte Fragebögen erhalten und freuen uns darauf, sie auszuwerten." The responses are to feed into ongoing discussions about the future direction of the Alliance.

At its core, the initiative — discussed in Washington under the buzzword "NATO 3.0" — aims at a significant shift of burdens within the Alliance. Accordingly, the European allies are to assume primary responsibility for the conventional defense of Europe and also provide the predominant share of the required armed forces. Under the concept, the US reserves a role as a strategic backstop.
