German Foreign Minister Johann Wadephul, during a visit to Finland, expressed understanding for Helsinki's plans to deploy internationally outlawed antipersonnel mines along the border with Russia, while also hailing the country as a role model for civil protection.

The focus of the visit was the security policy situation on the EU's northeastern external border. Wadephul met his Finnish counterpart Elina Valtonen in Helsinki and discussed with her the planned acquisition of antipersonnel mines, which are internationally outlawed under the Ottawa Convention. Last year, Finland, together with Poland and the Baltic states, had decided to withdraw from the treaty.
