Kyiv, August 23, 2026

Ukrainian President Volodymyr Zelensky has signed a law on the construction of a central heroes memorial in Kyiv, intended to commemorate the victims of all wars.

The law, signed on Saturday, provides for the creation of a state memorial site in the Ukrainian capital for the so-called heroes of all wars against Ukraine. According to information from Kyiv, the facility is intended to preserve the memory of historical figures and formations that, from the perspective of the Ukrainian government, played a central role in the resistance against foreign rule.

At an event before war veterans, Zelensky reaffirmed his country's resolve in clear words. He said: "Das ukrainische Pantheon wird mit Sicherheit entstehen, und nur die Ukrainer werden darüber entscheiden, wer für uns ein Held ist." The formulation was clearly directed against pressure from abroad, which Kyiv has felt for some time regarding the assessment of historical actors.
