AMS Chief Kopf: One Refugee Family from Vienna per Carinthian Municipality

Kopf pointed out that, while rapid placement of adults without formal qualifications into simple jobs is generally possible, it is not the most sustainable approach. As an example, he cited a Syrian who had been repairing cars in his home country for 15 years. For sustainable integration, however, expanding German-language skills and subsequently obtaining a vocational qualification would be the more effective path, the AMS chief emphasized.

Background to the Debate

The debate over the distribution of asylum seekers among the federal provinces has been a persistent political topic in Austria for months. Vienna records a disproportionately high number of people seeking protection, while more rural regions such as Carinthia have significantly more available housing and a lower density of care facilities. The Salzburger Nachrichten had already pointed to the imbalance between urban and rural areas in an earlier report.

Kopf, who has led the AMS for years, is regarded as one of the country's most experienced labor market experts. In Salzburg and Upper Austria, similar models of decentralized accommodation are already being tested in pilot projects. Reactions from Carinthia itself are still pending, but interior and integration policymakers are watching the proposals with growing interest.

An AMS spokesperson confirmed that Kopf's considerations would feed into ongoing labor market integration planning. Accordingly, adults without formal educational qualifications are to be initially placed in low-threshold employment offers. In parallel, a massive expansion of language courses is being pursued so that those affected can take up qualified work in the medium term.

Training as the Key

Kopf also emphasized that placement in the primary labor market could only be an initial step. Without sufficient language skills, employees often remain confined to helper roles and can barely increase their income. A recognized vocational qualification, even if obtained only years after immigration, opens up significantly better earnings and advancement opportunities.

The costs of such a distribution program would be substantial according to initial estimates. In addition to housing, advisory services, childcare, and German courses would need to be established or expanded in the municipalities. Federal and provincial subsidies, as well as funds from the European Social Fund, could be deployed in the process.

Experiences from Other Federal Provinces

Representatives from Salzburg and Upper Austria report that decentralized accommodation models have so far been received largely positively there. Asylum seekers have found quicker contact with the local population, and the municipalities have benefited from additional workers in gastronomy, skilled trades, and agriculture. These experiences could serve as a model for the Carinthian initiative.

Kopf expressed confidence that the number of people seeking protection to be accommodated in Vienna could be noticeably reduced through a broadly conceived distribution. At the same time, he cautioned against exaggerated expectations: successful integration requires time, stable housing conditions, and reliable support from trained professionals. Without these framework conditions, the success of the distribution remains questionable.

Criticism and Outlook

Critics accuse the AMS chief of overlooking the existing problems in the countries of origin and the root causes of flight. Supporters, on the other hand, see decentralization as an opportunity to make integration work more efficient and to ease social tensions in Vienna. The political debate over concrete implementation is likely to intensify in the coming weeks.
