Babler doubles down in heat protection dispute: Cooling devices no longer a luxury from 2026

Background to the demand

The SPÖ chairman's reasoning points to the increasing heat burden in cities and to people who can barely afford energy-saving cooling. Babler argues that heat protection must become part of the social infrastructure, similar to what classic thermal insulation already is. He did not name concrete subsidy levels or legal steps in this statement.

The ÖVP promptly objected. Vorarlberg's State Governor Markus Wallner, who is considered one of the spokespersons of the Bundesrat on climate issues, pointed out that heat protection is primarily the responsibility of the federal states and municipalities. He warned against burdening the federal government with ever new funding pots that would ultimately land with the taxpayers.

Reactions from the ÖVP

The SPÖ, on the other hand, emphasises that comprehensive heat protection is not possible without federal participation. Babler pointed out that low-income households suffer particularly from heat waves and that mobile air conditioners often cause high electricity costs. From the SPÖ's perspective, subsidies should therefore specifically reach those households that cannot afford measures on their own.

Observers also see the debate as a foretaste of the 2026 election year. Babler is visibly positioning the SPÖ on climate-social policy as an advocate for low-income groups, while the ÖVP is applying the brakes by referring to federal competences and budget discipline. Both sides know that the heat burden in many municipalities is likely to become a campaign issue.

Outlook on the further debate

The coming weeks will show whether the demand translates into concrete legislation. There are currently no drafted bills for a federal heat protection subsidy in the Ministry of Justice or in the Chancellery. Should the SPÖ pursue the issue further in parliament, a statement from the responsible ministries would not be expected until autumn at the earliest.

One thing is certain: the summer of 2026 has only just begun politically. The annually growing number of hot days in Austria makes the issue tangible for more and more people, and municipal heat protection plans in cities such as Vienna, Graz and Innsbruck are already being implemented highly professionally. A nationwide component, however, is still missing.

Experts point out that passive heat protection – i.e. shading, insulation and ventilation – is often more effective than a single air conditioner. Combining several measures, according to energy consultants, provides the greatest relief, especially in multi-storey old buildings that suffer most from summer heat.

The debate ultimately encompasses more than the pros and cons of a subsidy: it touches on questions of climate protection, social policy, federal structures and energy costs. Which of these lines prevails in the coming weeks will also depend on how loud the heat warnings of summer 2026 actually turn out to be.
