Bayern extends truck weekend ban exemption until end of August

Background: Low water as trigger

According to the Interior Ministry, the suspension is closely tied to the condition that the goods being transported cannot actually be moved by water. This is intended to prevent the regulation from being used as a general relaxation of the weekend driving ban. Monitoring of this requirement lies with the responsible authorities.

Comparable special arrangements have already been applied in other German states after previous low-water phases, including North Rhine-Westphalia, Lower Saxony, and Rhineland-Palatinate. With its extension, Bayern is following this established practice. Cross-border routes toward Austria are also affected, as part of the freight traffic runs along Bavarian highways toward the Alpine region.

Herrmann emphasized that the extension is a pragmatic response to an exceptional weather situation. The measure is temporally limited and will be withdrawn as soon as water levels return to normal. Until then, the principle applies that rail and road transport take priority when the waterway is unavailable as an alternative.

Reactions from business and transport

Reactions from the business sector have been cautiously positive. Freight forwarders and logistics companies had pushed in recent weeks for a clear ruling in order to avoid further disruptions to supply chains. At the same time, transport associations point out that a longer-term shift from ship to road entails ecological and transport-policy disadvantages.

Water levels on Germany's major rivers, including the Rhine, Main, and Danube, remain well below seasonal averages, according to authorities. Rainfall over the past few days has only slightly eased the situation. A substantial improvement is not expected before the end of August at the earliest, which is why the Bavarian regulation is precisely limited until then.

Impact on hauliers and drivers

For truck drivers and dispatchers, the extension means they can continue to plan trips on the coming August weekends, provided the goods being transported verifiably cannot be moved by water. Violations of the conditions can be punished as administrative offences. The authorities announced that compliance would be checked on a random basis.

With the clear time limit until the end of August 2026, the regulation remains an interim solution. Should water levels not rise by then, a political decision on a further extension would have to be made anew. Until then, the limited scope for heavy trucks on weekends applies.
