Hesse temporarily lifts Sunday truck driving ban

By lifting the ban, Hesse is following an approach that several other states have already pursued in recent weeks. Because of the strained situation on the waterways, North Rhine-Westphalia, Lower Saxony, Rhineland-Palatinate, and Saarland, among others, had temporarily suspended their Sunday driving bans for trucks in order to prevent supply chains from breaking down.

Several states already with similar exemptions

The background to the nationwide development is the low river levels that have persisted for months, significantly impeding container and bulk goods transport on the Rhine and its tributaries. The chambers of industry and commerce had recently repeatedly warned of supply problems should ships not be able to be loaded sufficiently. Logistics companies are also reporting rising costs due to detours via seaports.

Transports that are already permitted on Sundays under current law – such as fresh food or certain dangerous goods shipments – remain exempt from the exemption. The existing noise protection regulations and driver employment law also continue to apply unchanged, according to the Ministry, so that driving and rest times must be observed.

What continues to apply

The state government justifies the step by saying that a smooth supply of the population and the economy with goods of daily necessity takes priority. In view of the ongoing drought and uncertain water levels, flexibility in road freight transport is necessary.

At the same time, concern is growing in Hesse that further measures may become necessary if the drought continues in the long term. Port operators along the Rhine have been reporting reduced drafts for weeks and, in some cases, navigable channels that are only accessible to a limited extent, which is adding to the pressure on truck traffic.

Observers see Hesse's decision less as a political course change and more as a pragmatic response to a concrete shortage situation. The time limit until the end of October is intended to ensure that the regulation automatically expires as soon as water levels normalize again.
