Federal Government Tightens Exceptions for Inland Shipping During Low Water

With a view to Germany's economic location, participants at the Bonn summit pointed to the importance of the Rhine as a central transport axis. An expert on water levels described the river in an interview as a "zentrale Lebensader für deutsche Industrie" and pointed to the direct effects of low water levels on production and supply chains.

In addition to the immediately effective exceptions, the ministry announced a special program for the inland ports. The aim is to support the ports on the Rhine, Saar, and in the neighboring federal states in switching to alternative modes of transport and in stockpiling critical goods. Cooperation with the states of North Rhine-Westphalia and Rhineland-Palatinate is also to be closely interlinked.

The measures come at a time when several federal states are already discussing aid programs for inland shipping and affected companies in view of the low water levels. From the Saarland, demands for a nationally coordinated strategy had recently been voiced, as the effects extended beyond individual federal states.

Bilger emphasized that the immediate measures should be understood as a supplement to longer-term investments in waterway infrastructure. These include fairway adjustments, sediment management, and the modernization of locks. These investments are intended to permanently strengthen the resilience of Germany as a shipping location.

Reactions and Criticism

Criticism came from environmental associations, which point to the ecological consequences of repeated low-water phases. They call for a stronger expansion of alternative modes of transport such as rail and hydrogen-powered drives, in order to make freight transport less vulnerable to climate and weather extremes.

According to industry representatives, the effectiveness of the immediate measures will only become apparent in the coming weeks. The decisive factor will be whether water levels continue to fall or whether rainfall provides relief. By the end of August, the ministry intends to draw up an initial assessment and decide on an extension or adjustment of the regulations.

For industry, the Rhine remains Europe's most important inland waterway for the time being. Low water levels regularly lead to partial unloading, canceled trips, and rising transport costs. The exceptions now presented are intended to prevent supply chains for steel, chemicals, and building materials from coming to a complete standstill.

Outlook for the Coming Weeks

The federal government places the immediate measures in a series of further steps to secure logistics, including talks with port operators, logistics associations, and the affected federal states. A report by the ministry is to be submitted shortly, indicating which ports are particularly affected and which funds from the special program are being drawn down.

On the sidelines of the summit in Bonn, Markus Wolf reaffirmed the importance of a coordinated response between the federal government and the states. The CDU politician pointed out that the consequences of the low water affect several economic sectors simultaneously and require a coordinated response.

Bilger announced that the measures would be reviewed regularly in view of the further course of summer. Should water levels remain critical, an extension of the exceptions beyond August 31 is possible. At the same time, the ministry will examine which of the reliefs now introduced have proven effective and could be incorporated into future regulatory frameworks.
