Berlin, June 12, 2026

The Bundesrat on Friday in Berlin approved several changes to laws and regulations affecting pharmacies, pensioners, and the protection of victims of violence.

More Powers for Pharmacies

The most far-reaching change is the pharmacy reform, which cleared the upper house of parliament three weeks after passing the Bundestag. "For pharmacies, the reform of the black-red coalition means significantly more powers," according to the draft. The goal is to strengthen healthcare provision through pharmacies, particularly in rural areas.

In the future, pharmacies will be allowed to offer not only flu and COVID-19 vaccinations but also all vaccinations with so-called killed vaccines, for example against tetanus or tick-borne encephalitis (TBE). "Previously, pharmacies only offered vaccinations against flu and COVID-19," the draft noted. Blood draws to monitor medication effects will also be permitted, as well as various tests for the early detection of cardiovascular disease or diabetes, and services related to smoking cessation.
