Background: The Concept of General Renovations

Federal Transport Minister Steffen Bilger criticized on Tuesday in particular the timing of the upcoming renovation of the right-Rhine line. Due to low water levels on the Rhine, capacities were lacking to shift freight traffic from shipping to rail, the CDU politician said. The closure thereby exacerbates the bottlenecks in logistics.

Deutsche Bahn CEO Evelyn Palla had previously defended the renovation concept against criticism and pointed to the necessity of a bundled renewal. The complete closure of a section makes it possible to carry out many trades in parallel and thus significantly shorten the construction time compared to a renovation carried out under ongoing operations.

Criticism from the Transport Ministry

The approach is also being observed internationally: The Austrian Federal Railways (ÖBB) pursue a comparable model with long-term planned, bundled route closures. According to industry representatives, experience from Austria is flowing into the discussion in Germany.

The Hamburg–Berlin connection, one of the most heavily used lines in the North German corridor, is considered a further example of the high load on the network. Here too, renovation sections have been the subject of political debates in recent years.

Observers expect that, when adjusting the concept, Deutsche Bahn will above all discuss shorter construction sections, better logistics offers for freight transport, or adjusted time windows. Concrete proposals have not yet been presented.

Outlook for the Coming Months

For the coming months, it is expected that the Federal Transport Ministry and Deutsche Bahn will intensify their dialogue on the further course of action. Bilger's statements are seen as a signal that the federal government is urging a review of closure periods and modal shift options.
