Berlin, 08 July 2026
Deutsche Bahn intends to comprehensively review its billion-euro renovation programme for around 40 important main lines, after the general renovation of the Nuremberg-Regensburg line cannot be completed within the planned timeframe.
Group CEO Evelyn Palla and Federal Transport Minister Patrick Schnieder (CDU) presented the approach on Tuesday during a joint appearance. The trigger for the review are delays of several weeks in the Nuremberg-Regensburg general renovation, which has been completely closed since February. It is already the second general renovation that will not be completed on schedule – the renovation of the Hamburg-Berlin line was also delayed by several weeks in the spring.
The concept of full closures should essentially be retained, it was said. By the mid-2030s, Deutsche Bahn wants to fundamentally renew around 40 particularly important lines. From line to line, however, the plans have already been slightly modified today, particularly with regard to the scope of construction measures.
Trigger: Delays at Two Major Construction Sites
The Nuremberg-Regensburg line was actually scheduled to go back into operation this Friday. Deutsche Bahn announced on Tuesday, however, that the resumption of operations can only take place on 31 July. Delays in the safety inspections of the interlocking technology were cited as the reason.
The Federal Transport Minister declared that he did not question the renovation concept in principle. „Aber wie müssen wir das Konzept insgesamt ausgestalten, damit es für alle erträglich wird", asked Schnieder and added: „Und wir haben nun Anlass, das sehr sorgfältig zu tun." After each corridor renovation, costs and timelines should in future be evaluated and critically examined in particular.
Concept of Full Closures Remains in Place
The general renovation of the Riedbahn between Frankfurt and Mannheim had previously already shown that the concept can work. After the renovation, the line's condition rating improved from 3.7 to 2.19 according to Deutsche Bahn. However, a renovated line remains significantly below the condition of a newly built line.
In addition to the review of the renovation programme, Palla and Schnieder presented an immediate-action programme for passenger information.
Immediate-Action Programme for Better Passenger Information
At the core of the immediate-action programme is an AI-supported information offensive. In the control centres, artificial intelligence should in future help to process disruption reports faster and forward them to the right channels. „Wichtige Hinweise und Informationen müssen auf allen Informationskanälen gleichzeitig ausgespielt werden", said Palla.
At the same time, Deutsche Bahn announced that the AI assistant Kiana will be integrated into the bahn.de website and the DB Navigator app. Via Kiana, travellers will in future be able to retrieve individual information about their journey and request desired connections. According to Deutsche Bahn, the time delay between displays on the platform and the app should drop from the current around 60 seconds to a maximum of two seconds in future.
In addition, Deutsche Bahn is planning additional displays on the platforms. By the end of this year, a completely revised website and a new app are also set to launch. Under the brand „DB Info", another application will be offered from December, which is to provide real-time information on individual travel chains. Palla promised: „die Kundeninformation werde verlässlicher, schneller und besser".
Use of AI in Control Centres and Apps
The immediate-action programme is an important step to regain the trust of travellers, said the Minister.
Deutsche Bahn's renovation programme is a billion-euro project and provides for longer full closures of the affected lines so that construction work can be carried out without ongoing operations. With the review of the programme, Deutsche Bahn and the federal government are responding to the growing criticism of the repeated delays.
According to Deutsche Bahn, the AI will in future also be used in the control centres to decide whether a train should wait for a delayed connecting service. The company wants to significantly shorten reaction times during disruptions. The new „DB Info" app is to supplement the DB Navigator with real-time data on individual travel chains.
What the Review is Intended to Achieve
According to Deutsche Bahn, the review of the renovation programme is to be comprehensive. In addition to the question of whether construction phases can be planned shorter and more efficiently in future, it is also about how communication with passengers during the closures can be improved. Until results of the review are available, Deutsche Bahn wants to stick with the concept of full closures – these are considered the core of the programme.
With the initiated review and the announced immediate-action programme, Deutsche Bahn is responding to a series of delays that have damaged the trust of travellers in the renovation programme. Palla emphasised that customers should be informed faster, more reliably and better in future. Schnieder sees the federal government as obliged to further develop the concept in dialogue with Deutsche Bahn, without calling it into question in principle.
Deutsche Bahn thus faces a double task: on the one hand, the ongoing and planned general renovations must be completed more punctually; on the other hand, information for passengers during disruptions is to be fundamentally improved. The coming months are considered a litmus test for whether the billion-euro programme will achieve its goals and the trust of travellers can be regained.
The background to the ongoing reporting is the report on Deutschlandfunk programme dated 08.07.2026, in which the review of the renovation programme was announced. Deutsche Bahn had increasingly had to absorb criticism in recent weeks because both the Hamburg-Berlin general renovation and the Nuremberg-Regensburg project were not on schedule.
