Background: What have Union and SPD decided?
At the coalition committee, Union and SPD agreed in principle to require employees to submit a sick note from the first day of illness. At the same time, telephone sick notes are to be abolished. Both measures still need to be fleshed out in the legislative process. The goal is to reduce the high levels of sick leave seen in Germany for years.
DIW's Daniel Graeber views this plan critically. Analyses based on data from the Barmer health insurance fund give no indication of an increase in cases of incapacity to work caused by telephone or video sick notes. Graeber sees no causal link between the high sickness rates of recent years and the telephone sick note option available since late 2023.
