The regulatory authority E-Control presented the draft for the System Usage Charges Principle Ordinance on Monday, under which large storage facilities are to receive a winter grid discount in the future.
E-Control is still collecting comments on its consultation draft in July. The ordinance itself is to come into force on 1 January 2027, as emerges from the draft published on Monday. Until then, market participants and interest groups can still submit proposed changes as part of a market consultation.
Following the introduction of the "Sommer-Nieder-Arbeitspreis" (SNAP) this April, the next step is the "Winter-Nieder-Arbeitspreis" (WiNAP). Those who consume electricity during the winter half-year from October to March between 10:00 PM and 4:00 AM will receive a discount on grid fees. This is intended to create an incentive to use electricity specifically during off-peak times and to relieve the grid during this phase.
