Podgorica, October 21, 2026
Christian Stocker and other participants in the Western Balkans summit in Montenegro are considering possible incentives on October 21, 2026, for countries that meet specific EU accession criteria.
At the center of the discussion is the question of how progress in approximation toward the European Union can be acknowledged and practically rewarded. Montenegro is one of several Western Balkan countries mentioned in this regard.
The European Union could offer certain countries privileged access to the EU single market. Another possible form of recognition would be the deployment of observers to EU institutions.
Both options have been described as consequences of meeting certain accession criteria. This would create an incentive for the EU to reward countries that first meet individual prerequisites for future accession.
