The European Union is preparing the lifting of sanctions against several Russian billionaires, including Mikhail Fridman and Alisher Usmanov, according to a report.

Background of the listing

According to information from EU member state circles, the assets of those affected are to be unfrozen. Fridman, whose fortune was last estimated by «Forbes» at 16.6 billion dollars (14.5 billion euros), was described in EU documents until recently as one of the most important Russian financiers and a supporter of Putin's inner circle. The lifting of the measures has been negotiated behind the scenes for weeks.

At the center of the discussion are legal arguments: several of those affected had sued against their listing in EU courts and, in individual cases, pointed out legal weaknesses in the reasoning. Brussels is therefore examining whether the original sanctions decisions meet the requirements in all respects. A final decision by the EU member states is still pending.
